Inverter Cooling Fan Running Continuously

It is necessary to have the 120 volt power on because the fan in the converter is a 120 volt item.

I understand the purpose of the fan but why would the inverter be heating up when we aren t using it. This causes about a 12 amp 160 watt constant load. The converter cooling fan seems to run constantly whenever hooked up to shore power. Is the inverter doing something all the time to cause it to need cooling.
